Methodological problems for evidence-informed policy by Dr Tom Perry
Evidence-informed policy requires an ecosystem for knowledge generation, exchange and use. There is growing understanding of how we can link up the research-policy-practice nexus. In this seminar, Tom will argue that what has not been well understood are the implications for methodology of the use of evidence in policy and vice versa. The policy contexts and purposes in which evidence are used are decisive for whether the potential benefits of an evidence-informed approach are realised and have implications for how researchers working towards evidence-informed policy should frame the nature of their endeavour. Equally he will defend that there are fundamental methodological problems in social science which have serious ramifications for any attempt to use evidence in policy. These problems relate to understandings of causation, measurement, generalisability, and the (often field-specific) nature of social knowledge and phenomena. Improving equality of opportunity in America: new insights from big data
Hear Professor Raj Chetty talk about the work of Opportunity Insights, the research centre he leads at Harvard University to further social mobility in the US. Professor Chetty’s research combines empirical evidence and economic theory to help design more effective government policies. His work on tax policy, unemployment insurance, and education has been widely cited in media outlets and Congressional testimony. His current research focuses on equality of opportunity: how can we give children from disadvantaged backgrounds better chances of succeeding?

Scrutinizing the US Equality Act: Context, Conflict, and Consequences - Callie H. Burt
The U.S. Equality Act, which amends civil rights statutes to explicitly prohibit discrimination on the basis of sexual orientation and gender identity, passed the House in February 2020 with unanimous Democratic support. In current form, the bill would institute sweeping changes that would prioritize in-the-moment gender self-ID over sex for ‘sex-based provisions’, no exceptions. I situate the act in its sociopolitical and historical context, discussing the current status of LGBT+ protections in the USA as well as the historical development of the Equality Act, first proposed in 1974 (albeit in much different form). I describe the specifics of bill passed in the House, including the prior rejection of Republican amendments to the bill to allow some sex-based provisions, and the conflict between sex-based and gender-identity-based rights. I conclude by discussing alternatives to the act that would provide federal non-discrimination protections to LGBT people without undermining sex-base
